My rent went up 400 dollars a couple of years ago with the whole your neighborhood improved speech, and at the time I just paid it because I assumed the building was not covered by anything. Now I am not so sure. It is an older building, and a friend told me that if it went up before 1978 it is almost certainly rent stabilized, which would mean that increase was not legal.
So how do you actually confirm it? Is there a real way to check the address yourself, or do I have to call the Housing Department and wait on hold to find out? I would rather know before I say anything to the landlord.
Go to zimas.lacity.org, type in the address, then open the Housing tab on the left. There is a line that says Rent Stabilization Ordinance and it just says yes or no. Takes about a minute and you do not have to talk to anyone. If it says yes, the same page gives you the year the building was permitted, which is the number that matters.
On my side of it, the tell is the registration. Every stabilized unit in the city has to be registered with the Housing Department each year and the fee gets paid whether anyone asks about it or not, so your landlord absolutely knows the answer already.
Two other things worth separating. The ordinance only covers buildings with two or more units that went up before October 1978, so a duplex from 1955 counts and a new building does not. And even if the answer is no, the state law from 2019 still caps increases on anything over fifteen years old, which is a much softer limit but it is not nothing.
Half of Atwater is pre 1978, which is the only reason people I know can still afford to live here. The funny part is that most of my neighbors have no idea they are protected, so they treat every increase like weather instead of something they can question. Check the year first, then decide how loud you want to be.
Mine came up yes on ZIMAS, which surprised me because the lease says nothing about it anywhere. I mentioned it to the management company and got a very long pause on the phone, followed by an email confirming it two days later. So the information is public and free, and the only person who is going to look it up for you is you. Worth doing before you bring it up with anyone.
Heads up if anyone reading this is out by the Marina, that is county and not city, so ZIMAS will not help you there. The county has its own rent ordinance and its own lookup!!
Pasadena is its own thing, we voted in our own rent stabilization a few years back and the city has a rental registry separate from anything LA runs. So if you are out here, the city website is where you look, not ZIMAS.
Different rules, different cutoff dates, same basic idea. Worth knowing which set applies to you before you start quoting numbers at a landlord.
A lazy method that actually works is to text RSO at 1-855-880-7368 (LAHD). If the building is RSO, they also have to register it. You should get an annual registration/rent-registry notice. Never got one in years? That’s just a clue, not proof.
